LANCET is a partnership of the North Carolina Department of Public Instruction with the College of Education at North Carolina State University, the SERVE Center at the University of North Carolina-Greensboro and the State Educational Technology Directors Association (SETDA).

In 2002 eleven North Carolina schools schools were awarded sub grants from the Enhancing Education Through Technology (EETT) program of the federal No Child Left Behind Act of 2001 through a competitive application process to implement IMPACT, North Carolina's guidelines for media and technology programs.

The grant provided funding for building-level technical support, personnel, professional development, software, and hardware to fully implement the IMPACT Model. Over the three years of the grant, schools were provided additional support from six regional consultants in addition to the staff from the project partners. Continual support was provided through listserves, quarterly meetings, and annual academies.

LANCET research includes a comparative study of teachers in both IMPACT and comparison schools to determine if students who use metacognitive reading strategies will improve their reading. How schools with large quantities of instruction technology compare with those who do not is also part of the research. The treatment group consists teachers from both IMPACT model schools and demographically matched schools. A comparable group of schools were selected to participate as comparison schools. This research project will be completed during 2006.

The development of several tools for use in formative evaluation of educational technology are also included in LANCET. These tools include an online needs assessment survey, a classroom observation protocol and a school-parents-community partnership survey.
